Public Sector Transformation Awards Categories
The Public Sector Transformation (PST) Awards is the Whole-of-Government (WOG) pinnacle platform to recognise and reward public officers and public agencies for excellence in their work and organisational practices. The awards are aimed at encouraging officers and agencies to pursue PST by recognising best practices, as well as desired behaviours and values that undergird achievements.
The PST Awards recognise efforts at three levels β agency, initiative and individual levels. The focus of the awards are on working as One Public Service, engaging citizens, innovating and digitalising services and functions, improving our regulatory environment, and encouraging transformation across areas of our Work, Workforce and Workplace.
The PST Award categories are as follows:

Agency | Transformative Agency of the Year Award This is an βall-rounderβ apex award at the agency-level. This award recognises exemplary agencies that have successfully transformed both their business, workforce and workplace with ambition, and βto the coreβ, resulting in impactful outcomes. |
Business Transformation Award This award recognises exemplary agencies that have transformed their services, operations, functions, or policies to be more citizen-centric, responsive and/or resource effective. These services, operations, functions or policies include those in service delivery, regulations, policy innovation, enforcement, safety and security, etc.Β | |
Workforce Transformation Award This award recognises exemplary agencies that have built new and/or stronger workforce capabilities to deliver on their policy/ programme work plans and underpin the transformation of their operating models. Agencies should include their business and organisation goals and explain how these goals align to their workforce transformation goals and plans. Agencies should include clear workforce outcome indicators to demonstrate progress. | |
Workplace Transformation Award This category will recognise agencies that have demonstrated a strong commitment and excellent results in strengthening employee experience at the workplace, apart from centrally organised initiatives such as Well-being@Gov, to achieve the following outcomes: β’ Officers are productive in delivering their best work in service of Singapore and Singaporeans; β’ Within collaborative and flexible workplaces; and β’ Officers feel their well-being is supported, and flourish at work. | |
Initiative | One Public Service Award This award recognises agencies for exemplary inter-agency initiatives that have reflected a sustained and institutionalised approach to collaboration. The initiatives may be exemplary WOG efforts in: (i) service delivery, (ii) citizen engagement, (iii) regulatory review, (iv) digitalisation that achieve a transformative (not incremental) change in how things are done; or (v) innovation at the WOG level. |
Star Partner Award This award recognises exemplary citizens, non-government organisations, trade unions, volunteer groups or companies that have contributed to better outcomes for the Public Service, in terms of demonstrating a strong spirit of partnership with the nominating public agency, or as strong advocates for national initiatives. These could be partners in any area of governance β service delivery, regulatory review, workforce development, facilitating ground-up initiatives etc. | |
Service Experience Breakthrough Award This award recognises exemplary agency-level initiatives that have demonstrated customer centricity, exceptional service experience, service innovation and a total organisational approach to service delivery, leading to improved service outcomes. | |
Citizen Engagement Excellence Award This award recognises exemplary agency-level initiatives which have involved going the extra mile to understand, engage, and enhance partnerships with citizens and/or external stakeholders non-government, including NGOs and businesses). Engagement is about how we involve stakeholders in developing, implementing, and evaluating policies and programme areas. There are a range of engagement modalities to cater to different needs, interests, and levels of involvement, including consulting, building consensus, co-creating, and co-delivering. Engagement will enable us to produce better policies, increase trust, and enhance civic participation. | |
Regulatory Excellence Award This award recognises public agencies with initiatives which reduce regulatory burden and cost for businesses and/or individuals/ encourage the adoption of new business models/growth of nascent areas or to fulfil national objectives. We want to send a strong signal to the Public Service to keep the WOG regulatory systems agile, pro-enterprise and citizen centric. The regulatory reviews could include streamlining existing regulations, introducing smart regulations enabled by digitalisation/innovation and/or facilitate industry innovations, technology and new business models. Specific projects with implemented interventions or individual agencies are both eligible for this award. | |
Agility Award This award recognises outstanding efforts or initiatives that promote agile work practices within the organisation. These can include but are not limited to the planning, mobilisation and implementation of new structures, processes, policies and programmes in a timely manner to respond to challenges and needs in a fast-changing operating landscape. | |
GreenGov Excellence Award This award recognises outstanding initiatives by Agencies that have reduced the environmental and carbon footprint of their operations, and/or introduced impactful environmentally sustainable practices. These can include (but are not limited to) designing and implementation of new work structures, processes, policies and programmes that enable environmental sustainability in daily work, by the workforce and in the workplace. | |
Β Individual | Exemplary Innovation Award This award recognises individuals or teams whose project have pushed the boundaries of conventional thinking to achieve significant impact. |
Dare to Do Award This award recognises individuals or teams that have a strong culture of βdaring to doβ and have had the gumption to experiment and try again, even when faced with difficulties and setbacks. These can include instances where they had the courage to experiment with new ways of doing things even when there was no precedence; took measured risks and had the perseverance to consolidate the gains from experimentation. | |
Exemplary Leader Award This award recognises exemplary Senior Directors, Directors and Middle Managers who have led and grown their teams to transform and deliver excellent service, as well as driven innovation and change within their teams. | |
Exemplary SkillsFuture @ Public Service Award This award recognises exemplary officers who have embodied the spirit of continuous learning and skills upgrading of self and others. It recognises officers who have gone beyond their comfort zone in learning new / emerging skills, deepening existing capabilities and sharing their knowledge and skills widely with others. They may also have successfully transited to a new job or new work scope through conversion programmes, and are embracing changes positively, serving as a role model. | |
WOG Service Champion Award This award recognises exemplary officers who have consistently demonstrated high standards of service excellence. | |
Partnership Enabler Award This award aims to celebrate officers who have fostered strong partnerships with citizens and external stakeholders (non-government, including NGOs and businesses) to address community and societal needs. It recognises officers who are willing to journey alongside citizens and external stakeholders, through taking on a collaborative, stakeholder-centric, innovative attitude towards cultivating long-term stakeholder relationships for the collective good. |
