One Public Service, Ready for the Future

As part of Public Service Festival, all Directors and above are invited to attend the Leadership Conference on 14 July 2026!
This year, we have brought forward the Public Service Conference to the Public Service Festival, so that our leaders discuss – in the context of our Public Service Festival theme “One Public Service, Ready for the Future” – how the Public Service must collectively redesign itself for the next phase of Public Sector Transformation (PST) in an AI age to be ready for the future.
Key Highlights
Presentations by the Immigration & Checkpoints Authority (ICA), Urban Redevelopment Authority (URA), and National University Health System (NUHS), on key digital innovation efforts that have transformed their service delivery and operations across multi-agency ecosystems.
Dialogue with Head, Civil Service and the speakers, facilitated by the Government Chief Digital Transformation Officer (GCDTO) at the Ministry of Digital Development and Information (MDDI), Mr Sim Feng-Ji.

Mr Chan Heng Kee, Head, Civil Service
Opening Keynote
Head, Civil Service, Mr Chan Heng Kee, will provide an update on the progress of PST, what to expect in the next bound, and share about how AI will be a key enabler in the transformation of our Work, Workforce and Workplace.
Mr Chan Heng Kee has served as Head of Civil Service, Singapore since April 2026. He concurrently holds the positions of Permanent Secretary (Prime Minister's Office), Permanent Secretary (Prime Minister's Office) (Strategy) and Permanent Secretary (National Security and Intelligence Coordination).
Prior to this appointment, he has served across various ministries and agencies, including the Public Service Division, the then-Singapore Workforce Development Agency, Ministry of Social and Family Development, Ministry of Health, and most recently at the Ministry of Defence.

Mr Lian Ghim Hua, Commissioner, Immigration & Checkpoints Authority
Mr Lian Ghim Hua was appointed Commissioner of the Immigration & Checkpoints Authority (ICA) in September 2025. Prior to this, he held several key appointments in the Singapore Police Force (SPF), including Deputy Commissioner of Police (Operations), Director of Operations Department, Deputy Director of the Criminal Investigation Department, and Commander of Ang Mo Kio Police Division.

Ms Adele Tan, Deputy Chief Executive and Chief Planner, Urban Redevelopment Authority
Ms Adele Tan is currently the Deputy Chief Executive and Chief Planner at the Urban Redevelopment Authority (URA), a role she has held since June 2023. She will take over as Chief Executive Officer from 1 September 2026. With nearly 30 years of experience across the Public Service, she has held portfolios spanning environmental sustainability, liveability, and infrastructure planning, including her former role as Chief Infrastructure Planning Officer at the Ministry of National Development (MND).

Dr Jason Phua, Deputy Chief Executive (Clinical Transformation), National University Health System
Dr Jason Phua is the Deputy Chief Executive (Clinical Transformation) of the National University Health System (NUHS), and a respiratory physician and intensivist practising at Alexandra Hospital and the National University Hospital. He chairs the National Intensive Care Unit Repository (NICUR) and the Asian Critical Care Clinical Trials (ACCCT) Group. He has previously served as Chief Executive Officer of Alexandra Hospital, Head of the Division of Respiratory and Critical Care Medicine at NUH, President of the Society of Intensive Care Medicine (SICM) Singapore, Chair of the Asia Ventilation Forum, and Co-Chair of the National COVID-19 Intensive Care Unit Committee.
PSF LC 2026 Dialogue Facilitator

Mr Sim Feng-Ji, Government Chief Digital Transformation Officer, Ministry of Digital Development and Information
Mr Sim Feng-Ji is currently the GCDTO at MDDI, having assumed the role since 2021. He leads the digital transformation of Singapore’s government, economy and society, urban living, government services and businesses. He is also concurrently a Board Member of the Enterprise SG Board of Directors.
Mr Sim was previously the Divisional Director of the Income Security Policy Division at the Ministry of Manpower (MOM), overseeing CPF, income security and financial planning policies. He has also held various leadership and policy positions within the Ministry of Trade and Industry (MTI), Ministry of Home Affairs (MHA), and Ministry of Finance (MOF).
This event is jointly organised by PSD and MOH Family (MOH, HSA, HPB, CDA).
